What Building Control Is Assessing

Building Control bodies — whether local authority or private approved inspector — exist to ensure that building work complies with the Building Regulations. For structural work, the relevant regulation is Part A (Structure), which requires that buildings are designed to withstand and transmit loads to the ground safely, without excessive deformation, and with adequate stability against disproportionate collapse.

The Building Control officer is not the structural engineer. They are assessing whether the engineer's work demonstrates compliance, not carrying out the engineering analysis themselves. This means the quality and completeness of the submission package directly affects the efficiency of the approval process.

Typical Engineer Deliverables for a Building Control Submission

Structural calculation report
Documenting the load path, analysis assumptions, beam or element design, and compliance with Eurocode standards.
Coordinated structural drawings
Showing the structural elements aligned with the architectural drawings, with dimensions, member references, and annotation.
Connection and bearing details
Padstone specifications, bracket and fixing details, and any other connection elements required to transfer loads safely.

Common Pitfalls That Cause Delays

Calculations and drawings that do not reference each other — inspectors cannot follow the logic.
Drawings that differ from the architect's plans — inconsistencies generate queries that could have been resolved before submission.
Missing connection details — padstones, brackets, and bearing specifications are frequently absent from domestic submissions.
Vague or absent temporary works notes — the contractor's sequencing is left undefined, which creates site problems and potential liability.
Undeclared assumptions — calculations that assume a foundation type or wall thickness without confirming it on site or noting the assumption clearly.

How to Prepare Before Works Start

The most effective preparation is to appoint your structural engineer before the architectural design is finalised — not after. Early structural input reduces the likelihood of architectural proposals that are structurally impractical and ensures that the structural elements are incorporated into the drawings from the outset rather than retrofitted.

Where the architect is already appointed, brief the structural engineer at the earliest opportunity. Provide all existing drawings and any survey information that is available. Agree the submission programme explicitly, so that the structural package is ready before the application is submitted rather than being promised at a later date.
